actually its not mine its my dad's..he hasn't payed too much attention to it and so the water is green and dirty and full of feces and stuff. I recently had an initiative to clean it and do a couple of water changes and the water has become clean. I got motivated to take care of his aro since i got an RTC just this month..Is there still a chance for his aro to grow or is it too late?

you can take care of arowanas in small tanks if its length is only around 6cm...if it goes larger than that, get a bigger tank...50gals would do....
As said poor water quality not the tank size is the reason for the stunted (and most likely) shorter lifespan....Get a bigger tank and you have an RTC hope you have a pond in the works
