If I was u. Drain the tank, take the aro out. Take the gravel out , clean it well. Refill it with old water, no gravel and add some bacteria and put him back in . Period. Its drastic but at this point, u will loose him.

The problem with the gravel is that theres detris particled u may have transferred into the 20 gal and now its creatia mess. No gravel, easier to keep clean.

I agree I should have taken some tank water from my larger tank and put it in there with the arowana. What can I do to help him now? He's barely moving at the bottom of the tank

From what others have said I would quickly grab a small tank with old water from the larger tank. And put an airstone inside so he won't suffocate struggling to come up for air.
