If such a department exists at all you would think they would be focusing on smugglers with many fish rather than trying to set an ignorant buyer up. If this was true (and it sounds like it might be- scammers or stings) then yes, I would be pissed.
There has to be a way as hobbyists that we can get this issue on someones table to be looked at.
