I'm not being negative. I understand the goal, but this is not the path to getting there.
You would do more for the fish and getting your goal by taking the correct steps to changing the law.
Step one is prove the fish are no longer endangered in the wild. Once you prove that with published scientific findings, the fish could be taken off the endagnered species list. Once they are off that list, the Lacey Act no longer applies to them. Then you only need to worry about CITES control of moving fish across an international boarder.
