is it 100% impossible to get asian arows legally in the US or are the some legal avenues through which one can be acquired? and if so does anyone know what needs to be done, how long it will take, and the cost involved.

No clue on the legality but I googled "asian arowanas Georgia" and MANY dealers came up on classified ads offering 'true' asian arowanas. Even claiming full microchips and papers. Try a simple google search and see what you can find.

im sure you can buy one...but it wont be legally. maybe unless you own some kind of zoo or aquairum that requires permits and such.

Check www.CITES.org for information. The seller listed around me claims to be registered through them as a breeder. Definitely do more research and even contact the breeder and ask for proof that it's legal. He might provide just all the information you're looking for.

Not sure if this will help:
Live fish

Over 500 million live tropical fish are traded each year largely for the aquarium trade (Le Duc, 1996), primarily from the Asian and Pacific regions. However, few fish species are listed on CITES and illegal trade in these species is rare.

However the main exception is Asian Arrowana which is listed on CITES Appendix II, and occasionally illegally imported into the UK. Others include the Asian Boneytongue or Golden Arrowana, which can fetch up to $S5,000 in the East Asian markets where it is kept as a good luck fish. They are classified as endangered (IUCN, 1996) and listed on CITES Appendix I. To prevent dealing in the wild fish, farmed fish are now tagged with an electronic microchip attached under the supervision of a government agent. The number of the chip is then recorded on the export licence.

there is no zoo or public aquarium can have Asian Aro, and so do other people!
According to USFWS, Asian arowana canot be kept as a pet or show like public aquarium, zoo. The only way that can meet the requirements to import Asian Aro is for scientific purpose!
