You should ask them if you could maintain it for them at a small price or just take it off their hands. Most places like that don't have the time to maintain a tank............
 
Or do it for free and write it off as 'charitable work' at tax time

As said before its very possible the tank set up, fish and maintance are all from a contracted out company (The aquarium I work for does this, we actually have a tank at a hospital). You could find out if they take care of it or what company takes care of it. Find out if they pay somenoe to clean it and if its expensive you could always offer to clean it for cheaper - maybe you'll get an extra side job for $ out of it. Just find out who is in charge of that area of the hospital and they should be able to tell you.
 
+1 on the maintenance company. We had to go to Childrens Hospital of Philadelphia regularly and they had tanks on every floor. Every month you could tell they were maintained, different fish, plants, etc...

The real question is why would they have an eartheater in a gravel tank?!
 
Yes I would have done the same, a letter, an email, and leave a message. If you show you really want to give it a good home theyll more then likely give it to you. Thats a sad situation, i hate seeing ill kept bichirs. They deserve more respect then a lot of people give them.

i don't see a bump it may just be the anal fin. If it's not the anal fin it could be an irritated area from swimming on the rocks
