the gar situation is a tricky one. firstly though the amnesty period for gars was not done in nsw to my knowledge.
qld had an amnesty but for about six weeks and only for the first lot of noxious listed fishes.
gars turned out to be on two lists for a mistake reason, but maybe because of the two species. anyway, it is being resolved soon.
industry or hobby has asked for gars to be reconsidered to be allowed to stay off the noxious list but we dont know if they will as of yet.
i think four lists have come out, four tranches. each time that list gets added to what they want to consider noxious. by the time the fifth or sixth come out gars will be on it or not. and that is when the shops will have to remove the fish from the premises or face fines. my guess would be the shops know that the gar is still not yet on the future noxious list.
having said that, just because the fish is not banned for being noxious in nsw right today, technically it could be taken away anyway.
