That isn't exactly correct...:p

There is no vacuum... by admission the tank is full of water and/or air.

Pressure is the key factor.
Ah whatever, so I used the wrong terminology, I had basically the right idea (btw, I said "let into the top of the tank", but what I meant to say was "let through the top of the tank"-or at any place above the water level for that matter).

There will be a "How To" thread here someday. I have the parts but not the time. It is such a simple concept that you'd say "Duh" when you see it.
 
Spoiler alert:
Everything needed can be purchased at your LFS and without modifying anything (unless you want to customize the tanks). You'll need a set of air line suction cups ($2), a large air stone ($1), and an Aqualifter pump ($12).

You suction cup a length of airline to the inside of the upside down tank (it needs to go all the way to the top). The Aqualifter pump has a suction side and a pressure side. You put the first length of airline on the suction side of the pump. The second length of airline goes on the pressure side. The air stone goes on this piece of airline.

With the tanks in place and water in the bottom tank, you fill the top tank using the Aqualifter. It will suck the air out, drawing in water from the bottom tank. During the filling phase, the air stone needs to be out of the water or anywhere that the air won't go back into the top tank.

When the top tank is full enough (it will take a long time using the Aqualifter), put the airstone under the top tank to recirculate the air. This is how you can add bubbles without losing water.
