Pretty sure they are not. They are hard to come across but not impossible to find. My gf and I have read tons of stuff on them and not once have we ever come across any mention of them being illegal.

I stand corrected. Upon some googling as to legality in the US they are illegalin Jersey and California. So sorry UnstoppableJayD.....
