he only turns that color when i am there, when i leave and peek around the room he is a yellow color and he swims around
 
it is not a new tank, all parameters are fine and safe. zoo york told me to move him to a 10 gal so that is what he is in now. problem is there are 4 clown loaches in there so when i feed him they always eat it so i dont know if he is eating.

Well sometimes having active feeders is a good thing. All that activity will increase his curiosity and probably entice him to feed.

He's probably just stressed out. One of my NTTs did the same thing. I didn't see him for about 3 days and then when I was feeding one day he just decided to come out and eat.
 
the store was feeding them flakes, and this guy has a empty belly. should i go out a buy some feeder guppies so if he is hungry he can eat them? will clowns eat guppies?
 
As for ID I would say a thinbar.
 
he has colored up more in his 10 gallon, now you can see all his stripes and it does look like a thinbar to me. but ever time i try and feed him. all the clowns swarm around and he gets scared and hides, so he wont get any food even if he is hungry, is this going to change?
 
Id do the guppy idea. get 30 guppies or so. Then the chances are very high that hell get at least one, ya know?

They might...some of the guppies are really small. I've had a few loaches that ate guppies when I got them for my big guys.
