So is it actually better to raise fry away from parents?
There's nothing else in tank(45g tall) with them for the parents to fill threatened
And I'm gonna have to move them across town in a week is there any good opinions on moving fish this small with success

The parents (jags) are in a 45 tall?! That's way too small

Jags are usually great parents once mature enough. If they have been eating their fry, then they are either still young and learning or something is wrong and they don't feel like the fry are going to make it. It's best to leave the fry with the parents for a while as they feed off the slime coat of the parents. As far as removing fry, you can use a siphon hose to suck them up. Good luck
