my mates jag was the same when it was a juvie...killed 2 other jags and an oscar...now that we have umbee's and dovii's and a lil female festae, the jags right back in it's place
your jag is acting completely normal considering the small tank. as others have alluded to, the smaller the tank the more aggressive the jag will be towards other tankmates. they're usually not so much aggressive as they are territorial and if they have a large enough territory then they tend to get along fairly well with other large cichlids.
for instance, Rallysman has a 14" jag that is rather peaceful but that's because it's in a 300 gallon tank. most jags in anything smaller than a 180 won't allow tankmates except for possibly a mate but even that can be iffy at times.
