Bacterial or fungal infection on arowana scale?

Need advise with my arowana's scale.
tank currently is at .2% salt with 29 Deg heater. Alsoon 2nd dosage of ocean free slime, velvet and white spot away, but still no progress.

Any suggestions? Does this look like bacterial or fungal infection?

up for this, not sure how to treat this,
If no advise for Meds to use, its ok.
I have already tried lots of Antibiotics in a little more than a year trying to treat this. btw what effect does Anti biotics have on fish when being treated? does it cause any permanent damage in fish? or after a while, its ok to try another anribiotic treatment?
