Just because they are there does not mean it was deliberate. Could be the result of storm damage to a local fish farm who knows when? In any case its not good for the environment or the hobby.
Yes very possible.
 
In some cases it can take as little as 2-3 fish to create a disaster, so never say never. Hobbyists, fish farm, hurricanes, it clearly doesn't take a lot to create a nightmare in native water.

I remember walking along the beach in Freeport Bahamas a few years ago and spotting a dead lionfish at the shoreline. The carcass was about the size of a basketball.
I wouldn't mind trying some properly prepared lionfish.
