Howdy, I've transported guppies in 3oz screw cap containers as carry on in a quart sized bag. But this is MONSTERfishkeepers ... Not sure about bigger fish.

The correct answer is that, according to TSA's own website, they are allowed as carry-on...HOWEVER (big however here), it's truly up to the TSA duty captain at the time you board. Oddball mentioned that he even called ahead and verified beforehand and ended up having to send them separately via freight at very exorbitant cost.

theres a post somewhere here explaining the rules
it was a detailed post if i do remember

I would definitely contacted the airline directly to verify their policy for livestock. Also, it is true that it is up to the TSA at the time the you attempt to board. Once you confer with the airline, take a copy of the policy with you before bording just in case TSA starts acting indifferent. That's what I would do. Good luck.

So I called Houston TSA, being a smaller airport I thought theyd be cool but it was a no go.

I'd count on the airport being a PITA - more specifically the TSA. I'd count on shipping them overnight the day you leave and having someone home when they arrive. At least you get to pack them up and ship them off and be there for delivery too.
