I know that wood chips can hold moisture, so if you have a water dish that can get the chips wet and cause them to retain the water. I'd throw out all the bedding, clean the bottom of the tank real good and maybe move him to shredded newspaper or something cheap and easy to clean till the problems pass. Depending on how long this has gone on for simple habitat changes may be too late. I really suggest having your friend take your snake to the vet. How long till you get home? I'd really worry about how far the RI has progressed... So it's really crucial that he gets to a vet ASAP. Here is an article with some good information.

Tetracycline. You can find this in the fish section of pretty much any pet shop. They used to sell capsules but now all I see is packets.
Open a packet and dislove the contents in his water dish. If he has a large dish, you may want to fill it halfway. Tetracycline is an antibiotic.
If you treat the snake for 10-14 days, I pretty much guarantee you will have a healthy snake.
Treating with TC will not harm your snake in any way and will clear up the RI.
Many have suggested taking the snake to a vet but I understand you may not be able to do this. The snake is not even in your possession so asking your friend to shell out potentially $100 is asking alot. Plus, finding a vet that is actually good with reptiles can be difficult.
Tell your friend to head to a pet shop and buy TC for 10 bucks. All he/she has to do is mix a packet in water. That's not asking too much.
Tell him/her to buy a simple fish thermometer and tell us what the temp is.
You need to stop hesitating and jump on this before it's too late. The next stop is death for your snake.
 
i'd go with no bedding till the snake is better for a few differant reasons first no bedding will let anymore vomit be seen as it is not as it looks mixed with substraight and woodchips is never a good thing for reptiles woodchips are for there foods cages not for them to live in and while your pet is sick any kind of moisture can turn bad quickly when you heat the cage ie parisite and virus's love warm moist conditions and any kind of substraight gives them the virus's and parisites places to hide your best bet is like told already get your cage set-up right clean it out compleately and spray it for what ever you can get a nice 20% bleach solution will kill anything that is left to soak in it while you soak the cage move your snake only nothing from the cage i'd evan get a new water bowl till the old has a chance to soak in the bleach.keep the snake in a tupperware bowl big enough for him to at least streach out in most of the way cuase this will be his home till he gets better ( just dont forget to drill some hole in the top corners and bottam corners about 4 holes in top and bottam will do if you want some kind of substraight for him while in his makeshift hospital use plain white paper towels and change them daily if nessacery and get him or her meds but my gues is it's a female ball and has reached breeding age as i've never had a ball go off feeding that long exsept females was it a wild cuaght snake or captive breed captive breed useuly dont go with-out feeding as long as wild cuaght as the wild cuaghts are stressed quit easily. but evan if you get it feeling better and eating again i'd still take it to a herp vet and have it totaly checked as i'm assuming you bought it from a pet shop and most petshops are quit hard on pets they get put in cages way smaller then needed which stresses them then the cage the shop put them into might not of been cleaned or cleaned properly and i know from lossing a ball from that that if the pet shop kept a boa in the cage first then put the ball in it there are things that can be passed from boa's to pythons that are deadly one of the worst cant rember the name now cuase it's been close to 20 years ago but if your ball kind of just sits around with his head and part of his body lifted straight up get it to a vet fast mine cuaght this disaese and was dead in less then a month which the disaese dont effect boas the same way ie aint deadly but to at least ball pythons it is but it dont sound like your snake has that it's got some kind of virus or bacteria messing with him.

also very important while the snake is sick do not handle him or as little as possable cuase it will just stress him give him a nice dry place hence why large tupperware is prefered that away as people walk around the cage he cant see them leaveing him less stressed rember he might be a pet but is still in all regards a wild animal and his instinks tell him to move away so best till he gets felling better and eating again to keep him so he cant see anybody what so ever granted you'll have to water him and offer food here and there if his/or her body weight is still goood i'd say 99.999% for sure its a female and just got a cold and will resume eating once the more or less weather is not telling her it's breeding season.
also a not so acuright way to tell sex is during breeding season females get lathargic and males do there best to get out of the cage to find a female and also breeding season is pretty much the only time balls will try to bite and it's 9 out of 10 times the females that bite in my exspeariance anyway at least if they are gravid anyway unless you get a ball with a tude i've seen a few over the years but its only been like 4 or 5 in close to 30 years
 
also forgot to mention after you wash the cage with the super strong bleach rewash it with plain hot water a few times at least to make sure you get any residue washed out before you put the snake back in
