I'm not an expert but I would guess it depends on whether or not you just want it to be able to soak or to actually swim...?

Id get a bigger tank then that for the basilisk, atleast 4ft

True. The water if you can arange it can be easily 15 cm deep. Get a very eficient filtration sistem or change the water very frequently because basilisks are very intolerant of patogens in standing water.

for a tank that is 32"s long,2'wide and 4'tall would a 100wat ceramic heatlamp,75-100 wat uvb lamp and 75 wat sunglow heat and light fixture be enough to keep it warm and would it be different if the lid of the tank was plexiglass with large holes in it for the fixtures???

it should stay warm enough.

my rhino iguana has one 75watt flood light in his cage and it stays warm enough and my big iguana only has two 50watt flood lights in his large enclosure and both of them stay warm enough.

also i wouldnt put heat bulbs near plexi glass. it might melt/ let off fumes. stick with a screen lid and if you need to hold in heat and humidity just add glass to half of the top:D

That is a complete overkill, I dont even need that for a iguana. Get a low wattage uv lamp (wattage doesant matter), one 60w ceramic ligth for nigth, a 60w or 2 40w heat lamps for day heat and a isolated heat pad or a aquarium heater for the pond. The ceramic ligth needs to be atached to a termostat.
