If your dragon is not acting normally then you should be a little more open to suggestions and quit thinking that you have the resolutions, because if you did then you would not be asking for suggestions on here. I would cover the top if were you, but that now is up to you and whether or not you want to do the tweak to help your dragon snap out of whatever it is wrong with it.

i undertsand what u are saying and i did cover the remainding parts of the enclosure. but when i cover the top he will not be able to get air because the lights take up most of the enclosure

Those hoods are worthless to begin with and dont know why you are using it for a reptile, get a dome light and cover the enclosure 3/4 of the way if you want your dragon to live.
You know what you should do? Take a picture of the enclosure so we have a better idea of what youre talking about since the description is not painting a clear picture.
