You can easily pull one off with that amount of money :)

Oh yes you can they are used to deal with snow in there native home lands, if they are adult and healty they will simply hibernate in the winter and come out every spring;)All you have to do is to read a good paper in care so that you consider all the factors needed for a susscefull hibernacion and to select a northern climate species like L agilis, L viridis and specialy L vivipara wich only trives in captivity if kept outdoors(more mediterranean climate species like L lepida and L pater will also do very good if you retrive them indoors to hybernate in your basement every winter):D

But they are also more expensive to house;) I however have a softspot for them and I cant wait to get them into the colection again:D

Could they be kept in room temp like that of a crested gecko?
I havent read very much about them but I will start now.

Room temp is only good for nigth time and the cooler side of the terrarium, they need both a basking ligth and a uv lamp;)

Uv isnt absolutely necessary as it really doesnt reflect anything that the sun actually gives in terms of radiance and actual ultra violet lights. As much as the reptile companies say that their lights are as close as it gets, its still bologne and its a waste of money imo, but thats my opinion.

Back to the Lacertas, yes they can be kept outdoors year around for certain species. Make sure you use a kane heat matt or a gradient heat panel that weather proof to provide some relief when they " go under"
