Are you asking about the best public aquarium, not many choices Camden, NJ (just make sure you don't venture away from the aquarium), and Coney Island, New York Aquarium. Someone mentioned mystic which is not in nj or ny but it's the best one within a couple of hours drive (depending on where your at).
