Best carpet plant, 4" or less

I have a 29g with an aquatic life 48w light on it (1.66wpg on a tall tank) and I want to grow a thick carpet. I really liked dwarf baby tears, but I don't want to get into CO2. I was also looking into lilaeopsis mauritiana, but not sure how I feel about that either. I want a relatively short lawn in my tank that I won't have to trim, and will look clean. preferably a thick leaf. I know sagitaria sublata might work, but I really don't want to have to trim it.

Ideas? I've looked around, but want something for my specific setup. I have 2 blue rams at the moment, and am looking to add a few neons/cardinals and an oto or two.
 
dwarf sags....are not really dwarf. they can and do get taller than 4". i have some that got up to about 10"

I love the look of glosso too, but I'm trying to avoid CO2. I've been reading up on it, and it looks like it will grow more vertically without 2+wpg (doesn't help that I have a tall tank) and without co2.

Gets to tall, in order to acheive shorter leaves group them in 3's. But still not the look you're going for.

I like the idea of glosso though, Co2 isnt as critical with glosso as it is with HC. However it is best to dry start glosso. Is the 48w light HO? You can suppliment the carbon with Excel as long as you dont have Vals and the other things that Excel can kill
