Best method of aeration?

could a sump be specialized to be a aeration system rather than a filter?
how about a 55 gallon rain barrel with commercial air pumps?
 
In reality a sump, is not simply a filter.
Even simpler, a sump is a box you put stuff in....pumps, filter media, heaters, etc etc

That said, All sumps need to be as highly aerated as possible, the filtration that happens in a sump is a combination of processes, but relies heavily on an oxygen rich environment to be efficient.
The bacteria that process ammonia and nitrite are aerobes, and most efficient way for the to do this, is in a very oxygen saturated and aerated environment.

I know most people think, tons of bio media are very important, but...
a small amount of bio media in an very aerobic environment goes much further. (hence the use moving bed filtration)

The population of bacteria in a filter has more to do with food source, and dissolved oxygen, than sq ft of media.
This is one of the reasons trickling towers are much used in sump filtration, the contact between falling water and air (the air water interface.) enhances the amount oxygen dissolved into the water.

I always have water rippling and heavily cascading into sumps from multiple, above the sump water surface ports, these cascading ports create as much water aggition as possible, in the sump, and creates an environment where as much oxygen gets dissolved in the water as possible.
