Replacement filter pads can be made out of quilt batting from walmart. About as cheap as you can get
I use to buy all that filter pads, filter socks and other expensive crap... I switched over to Walmart poly fill and I'll never go back. Working on new tanks and filter setups and planning involves how to house the poly fill for easy maintenance. $8 last me about 4 months and I still have half a bag. And I switch out every week.

Big Al's and Drs. Foster & Smith. Keep an eye out for sales via email. As far as filter media goes, I get rolls of polyester from local filter shops for dirt cheap compared to other places. Just make sure it is not tackified. Takes up some space initially, but I can cut it down to the sizes I need.

My wet/dry uses 2 11"X11" filters. So the roll of batting will last me A LONG TIME. I could change it once a week and it would still last me 6months for $10

Usually for online supplies, I order off amazon when they have stuff I need with prime 2 day or 1 day shipping and I need it right away, or drs foster smith. The free shipping cost there is now a minimum of $49, used to only be $19 like 2 months ago, not sure how I feel about that because most of the time I try to stay under 50 bucks a pop for fish stuff haha. The customer service is great though and shipping is usually very fast. Usually I get my food and my plant fertilizers from them.

Hmm... other places... I've seen petco and petsmart have free shipping every once in awhile and decent coupons too, if prices are too much though I just go to the lfs. If it's overpriced I'd rather support the local guys. I checked out bulk reef supply after seeing their booth at reefapalooza and they seem to have decent prices and a wide variety, I may order from them eventually. Aquatic warehouse has decent prices but the store is only a few miles from my place so I haven't ordered online.

Biggest thing for me is just the shipping costs on top of the equipment prices (unless it's a specific thing that no one carries in-store) so I end up going to the lfs or the dreaded petfart (luckily the fish guy at one of them takes better care of the livestock than most). Or craigslist haha. Being on an extremely low budget sucks.

I picked up an Eheim 2211 on BigAls for $60 vs $90 on amazon, and quite a few other items for around 1-2/3 the price of items on amazon. Imo a price like that is worth shipping charges.
