That is incredibly small and open. I have a 20 litre tank with plants and a dark background and black sand. I doubt they will breed well in a tank so small.
be seen all videos of fighter breeding in tanks smaller than that..and while breeding I remove the division in the tank

Simply add a bit of decor. Then raise the temp and lower the water level.
This has been working for me every single time. Raise fry with freshly hatched brine shrimp. Get those materials/shrimp eggs now and set then up the moment you see eggs.

From picture your female beta is a standard round tail (it's look more like a male beta), and the male is 1 of those long/big tail and it's quite small compare to a female.
Is that your background with fishes? if yes then best remove that background and use solid blue or black color, the tank is small though, I would use at least 5 or 10 gallons tank fill with couple inches of water high and keep temperature constant at 80F, no filter to minimal water movement cause they are love still water.
*True that some of us can breed beta in small contain or even in a tea pot LOL but I wouldn't suggest you follow that our foot step :P

I do have to agree that your female looks like it might be a male. Can you get some closer pictures so that we can see them better? The females are usually much smaller with very small fins and a bit plainer color.

Guys I'm sure that it is a female as it has an egg spot..it is bright white near its anus
 
If it was a male, it'd be dead within hours of adding the male, and the OP says they ignore each other. I'd take his word for it.
