A couple of questions though:
What kind of substrate are you using, and are you regulating your ceramic heat emitter? If not, it would be a good idea. I don't know how prone to starting fires they are, but they will use less electricity and will create a more consistent temperature if you use a good thermostat. They might last longer as well.
Coudln't lowering the UV damage their eyes or hurt them?
 
Not that I know of. They're not quite as sensitive to it as we are.
 
Yeah its WAY to cold to house them out even in the summer, just a few hours in sunshine (with shade) is all we can do in the UK. Trust us, we live there.

Boggy - Nah they'll be fine, lower the UV and it'll be laffin.

Yep ive lowered the UV, and it's nice to have someone to back me up about how cold it is over here.
 
Lowering a uv light for tortoises wont damage their eyes.
every 6-10 months buy a new uvb light as the uv only lasts 6-10 months.
get a reflector to reflect ALL uv downwards.
hang it in the center of the cage.
and you need a basking light, a heat emmiter is fine, for night time.
hermanns need lots of lighting as they come from med areas that are always sunny
