Bichir with gill curl... what to do?

If your vitachem is fresh enough, Vitamin C can be oxidized very quickly (They even start oxidized before you open the bottle or bags) and become lower contents than it wrote.
So I would try much water change and change vitamin soources before try any surigical treatments.

I didn't think about that, but now that you mention it... the vitachem has darkened a bit from when I first got it. I think you're right in that the vitachem may be too oxidized.

Any suggestions for other vitamin C sources? Should I crush and dissolve vitamin c pills to soak the tilapia in?

I can't very sure which one is available in your place because Aquaculture medications are quite different depend on nations (because of laws).
But the Vitamin C pills for human will also work great for fish, just don't put it too much so they tast get to sour. (Because the Vitamin C is water soluble vitamins, you don't need to worry that much about overdosing.)
