Bichirs and open top tanks?

Exactly as both above postesr say.

You will find them dry on the floor.
 
The bichirs will definately hop out. They are underestimated jumpers. when my dehezi gets spooked, i'll explode and jump out of the tank water. No cover will end up with a shrivled up bichir on the carpet.
 
You can do it, it's easy. You need a 2 foot tall tank and fill it only 1 foot with water. DONE!
 
Personal experience. 2 weeks ago I put a 10" Koliba in a 3 gallon bucket with only 2" of water in it. It is at least a foot from the water surface to the top of the bucket. Walking across the room he ROCKETED out of the bucket. As stated above, you need at least a foot clearance from the top of the tank to be safe.
