Just did the calculation and the pond will be 3,231 gallons

Yup, if you sure will put water up to the top. You sure that 12'x12'x3' is inside dimensions? A large outside pond will surely lose a lot of water volume to evaporation, decorations, equipment, substrate and pavement. Also, the larger it gets, the more wattage you will need for your heaters and the more money you will spend every month.
 
First it is much harder to just go outside and catch the fish of your choice and there are not really rivers here more like channels of FW. Also as feeback to the pond build that liners going to cost a fortune.
 
Look into recycled vinyl billboard liners if you want a cheap liner. I believe it costs around $60 for a 48'x14' and they can make custom sizes too.
