i dont think there should be any strict limit on the size of fish-tank, it all depends on character, personality, ect. an 18" tsn could be kept in a 6"x2"x2" but an 18" paroon is a lot more active and therfore wold prefer a larger tank. but as a general rule i'd say a fish needs at least 6" wider than itself.
