Looking at the juvenile pic, it is possible this fish is a permanent member of the HITH club. It is supposedly possible for some fish to be afflicted even in ideal conditions. I have no idea how well this fish has been treated, but that's the point. This fish makes his owner look bad, but let's not jump to conclusions without a thorough inquiry, we need no witch hunt here.
I should add that the tank looks well-maintained. How are the nitrates? Does the algae help keep them down?
Aside from HITH, nice colors on him. Is that just coloration, maybe a bacterial spot on his tail, or a water spot from the tank on his caudal peduncle?
