I'm pretty sure a Serrasalmus rhombus ( black piranha ) has the strongest bite maybe another fish has bigger teeth but this fish definitely has the strongest

Another vote for puffers and triggers. There is a thread on a diving forum about a diving guide getting his finger bitten off by a 18" puffer! It didn't break his wet suit, but once surfaced his finger was detached and they couldn't reattach it due to the crushing nature of the bite.
