Floating the balls only makes your tank look ridiculous and is totally ineffective.

everything in your tank has BB all over it, if your tanks water touches it for prolonged periods then it has BB on it.
floating them will be fine to get your new filter seeded.
remember any sponges you have in your current filter will be loaded with BB too. so you can squeeze them into whatever new filter your using to seed the new tank too. even a rock or two from the old tank and some gravel from the old tank in a mesh bag then placed into your new filter.

also if you use water from your old tank, maybe pump the water change water into the new tank instead of down the drain. this will also give your tank a head start.

all these actions will give your new tank a great start.
