Besides, thats not answering the OP's question, which I has also wondered.

What is then question, will it work? Why wouldn't it? Do you need a skimmer, maybe if you use the biopellets as they dissolve, I guess maybe. For very little money you can make a slow flow reactor with something like denitrate and a carbon source (activated charcoal, sugar, vodka) in a water filter container and a cheap powerhead filter. This way you don't have to keep replacing the biopellets. There is also a retail freshwater slow flow reactor available (aquapure) which works but its still not a replacement for water changes.

The question remains why would you need to in freshwater. Unless you have wicked high nitrates in the tap, you are talking about something that is necessary (you still should do water changes) and can be out performed by a pothos plant that costs $8 at walmart. If you want to do it for fun or for the pure geekiness of it go for it, but IMO time and money are best spent elsewhere.
