anything else i need to know like tank set up? i have sand bottom

Sand works amazing. Black sand mixed with red sand is what a lot of the guys on here do as the dark sand really brings out the colors in bichirs. My sens love hikari sinking carnivor pellets as well as black worms, shrimp, tilapia, and other things like that, but most important is a varied diet. A low light setup is what they prefer with lots of cover and caves. I have real plants personally and they love to sit in it.

i heard people say they get lazy as they get older is that true? and i read sens max at 16 in is that true cuz if so i cant keep one :(

They do get lazy but the sens usually stay pretty active. They can get that size in the wild but now that they are captive bred, try usually max out between 10-12"

Any sinking pellet will be fine for senegals. All of mine were always easiest to feed.

I have one sengal birchir that i have had for about 1 1/2 years and he is at about 9ish inches. How fast they grow will depend on how often you feed them. I feed mine frozen blood worms and he loves those. A 40g tank should be fine just make sure you dont over decorate it and leave room in the front for it to swim back and forth.

I would put a couple of top dwellers in the tank. You could do a couple gouramis or some barbs. just make sure that they are big enough that they will not fit in its mouth otherwise they will get eaten.
