Ok, found out that he was talking about painted glass fish. Anybody hear of any others?

id say the fish probably had a die solution injected

the painted glass fish glow great under a blacklight (until they breakdown the dye)
id imagine neon tetras may look cool too

some african cichlids glow under blacklight I think.
