Biggest issue with this is the seller who is raffeling would have to be willing to possibly take a loss on the ray. If done every month not everyone is going to want to purchase tickets that often. So eventually not enough tickets would be sold to cover the expected cost of the ray, plus the novelty would eventually wear off. Annual or semi annual would work out better I believe.
