black sludge?

On my filter I have this black slime or sludge. What is this? This is not the first time I have seen it last time I changed the filter. If this is good for the tank can I scrap it off and move it to a cycling tank?

What kind of filter. If it's a wet/dry and the growth is developing above the water line, chances are it's mold. Wipe it off and spray the area with a spray bottle filled with water and a heavy dose of salt. The salt will dry everything out overnight and you can wipe the crystalline salt off with a damp paper towel the following day. It won't stop mold completely since spores will be in the room's air. But, it will slow down its return.
A more permanent solution would be to spray the affected area with aqueous copper sulfate or chelated copper sulfate. But, unless you're well aquainted with its use, Don't do it. It can harm fish, herps, all inverts, and some people sensitive to copper solutions.
 
The filter is a Whisper that has the box thing that goes on the back. I was hoping it was some kind of good bacteria, if not I will just put a new filter in.
 
is it on the filter box itself or on the cartidge? I used to have acouple Whisper filters. an never found any Black sludge in them.
 
It is on the cartridge itself.
 
Probably fish waste. With the HOB filter I use, the media coated in a dark brown almost black slime every 2-3 weeks. It's ususaly crap and plant matter. Rinse it out really well, and stick it back in. Unfortunaly whisper media lasts for a few weeks, if that, because it shreds when you try to clean it.
