black tufts of algae

Recently i looked in my fish tank and there were little black tufts of algae and i have never seen them before. are these dangerous to my fish? and i found a shrimp that eats the algae but (of course) i cant remember the name of the shrimp. if anybody knows the name of the shrimp it would help a lot.
 
no they arent dangerous and its probably amano shrimp
 
ok thanks and i went to my lfs and they said i might have these little things because of high phosphate levels. is this true?
 
is it green and slimy or small strands of "hair?"
 
I have heard from a number of sources that the American flagfish Jordanella floridae eats the stuff.
 
I have the same stuff. It's only on the edge of a pot I have in the tank. I think it actually looks nice. I wouldn't want it to take over the tank but a little looks good.
