i dont think theirs much you can keep with a bt, they grow to be 6ft 100 pounds, i would just keep a pair of them. if you still want tankmates then you might want a second opinion.

I heard you have to keep more then 1, that they can't be kept alone. Is that true?

For blacktip reefs - not true. They can be kept alone.

Best tank mates to keep with a BTR - other tropical requiem sharks of similar size - such as the White-tip reef.

As for the 15ft x 5ft x 4ft - it may be ale to keep a neonate for a year or so. But the shark will quickly out grow the tank. That's the curse of "reality" TV shows like Tanked. They make people think a 15-20 ft long, 5-6 ft wide tank is all you need to keep a Blacktip Reef or Whitetip reef shark for it's entire life. Which is SO false.

These sharks will average 5+ ft when they are fully grown and therefore they will need a much bigger tank/pond.
 
Your tank is nowhere near big enough to keep a blacktip, and these fish are for expert/professional keepers. If you get one you will kill it and waste whatever money you invest in it. Please look into a benthic carpet/bamboo/epaulette shark. They (and you) would be much happier
 
For tank mates, you can keep anything you want, as long as it won't hurt the BTRS ( black tip reef shark).
Just be sure to provide enough hiding space (live Rock, sand, corals,) for the fish to hide in, just in case the BTRS gets a little hungry.
