Chances are if someone on here has managed to get a hold of what you're looking for, they're not looking to get rid of it. Maybe someone will pop up with one if you keep your eye open, but it will probably be a long time, if ever.

Just get a longnose gar and buy some Krylon temperature resistant marine paint.
The gar won't do well outta water for more than about 10 mins so you gotta make it quick. Make sure you tape over his gills and his nostrils on the snout. Also tape or rubber band his mouth closed. Apply the pain quickly as it will need 5 mins to dry. Painting the underside of the fish is optional.
Once dry release the fish back into the water and wait 30 mins then perform a 50% water change to remove some of the paint that make have come off in the water. Do NO MORE than 1 coat/day on your fish as multiple coats in a day cause stress the fish and offset water quality. 2-3 coats usually does the job pretty well ;)

Hey, as they say, money talks. I bet if you post a "WTB" (want to buy) in the classifieds on this site with a picture of your cash in hand, you might get the feedback you are looking for. These are rare, so good luck. But as Mick Jagger says, "you can't always get what you want". Good luck to ya.
 
To my knowledge the Gar in the picture above was caught somewhere where there was just a recent biological accident if I'm not mistaken. Or it was caught somewhere that it's known for having "blacker fish" or something erather. Not only that but I believe there is a picture in that same set where the guy wipes down the gar with a towel and the black stuff comes off after some rubbing.
There are others on here who can confirm this more readily than I.

it was just a wild caught black gar. the slime coat of such gar comes off black. nothing special. no biological issue or an area for having blacker fish. purely a melanistic longnose.
