Blood Parrot Malnoutrition?

So I have this blood parrot with a really weird shaped mouth that can only suck in little specks of crushed up food because of his/her weird mouth shape, I've been feeding it as well as I can (I crush pellets for it)

I have some old pictures of when I first got it and since then it's gotten smaller! :(

I've been feeding him the same since the day I got him, he gets a cloud of crushed pellets and eats most of it,

Does anybody know a good way to fatten him up? i don't understand how he got smaller, i feed my fish a generous amount of food, and he gets a cloud of crushed pellets and eats most of them, so does anybody know what to do?
 
you may use a small forceps to dilate mouth so your fish can suck food in easier. Some parrots come with deformed mouth or a piece of membrane covered the opening. lol. anyway.
