Theres a nice device called the scarecrow which sprays water when activated by motion sensor. I personally have a bunch of security spot lights that go off if motion sensors go off. It scares the bird off.

yes it is even if its attacking your fish. you can scare it away though but it might attack you but never heard of that happending before. Luckly I have a great dane for back up.

Herons are territorial so they do sell heron decoys. Plant a decoy near the pond and others should stay away.

What happends if the bird trys to fight it lol over the land. I have seen birds attack those fake owls because they relize it was fake. I perfer the fishing line strung over the pond and the security spot light which spooks them.
