IMO the blame lays on both. The wholesaler for using fantasy names that often confuse retail vendors, and the vendors themselves for dealing in fish that they clearly cannot even give a proper ID or description of. No one is holding a gun to a vendors head forcing them to order any particular fish, or for that matter to deal with any particular wholesaler.
