You boil the leaves to remove any hitchhikers. Add the leaves and cooled down boiled water on water change day when you dechlorinate the tank.

Lots of fish benefit from tannins. It’s a natural stress reducer

You can just dechlorinate the water before you boil it giving it a littl while to work first. Or you can simply let the water sit out 24hours before you boil it to degas the chlorine. Add an air stone to expedite the process.
