bought a used tank just had some questions

well there is a tube that comes from the side of the sump that splits into two pumps and then there are 2 tubes from the pumps that im guessin are supposed to go back into the bottom of the overflows

does the water have to be above the top of the overflow boxes for them to work?

Yes, the water has to be over the overflows for them to work. It won't work if water is not getting to the drain pipes.

There should be a pipe with a U shape on the end of it. That will go inside your overflows and that is how water will go from the tank down into the sump. Search durso stand pipe to see what I am refering to.

There should be some more plumbing that goes inside the overflow box that will return the water to the tank (outside of the overflow box).

yes there is that durso stand pipe there. now the one that returns the water does it go over the top of the overflow box or just into the overflow box?

The return will go outside of the overflow box. You will need to decide how it goes to circulate the water the most efficient way.

The top of the overflow box should be around 1/2" or so below the top of the tank.
