there are tailless rats, but these are mutations and not cut off tails:

And for rays, there are some tailless rays out there. If these were wildcaught, the tail may be cut of. In captive breed ones these may be defects in the development of the embryos, like the batman defect. There is only one way to confirm if this is a mutation or a development defect: a ray with a mutation can produce offspring with the same mutation. If this is only a development dissorder the ray will have normal offspring.
One of my Itaituba offspring is tailless. But as seen on the pictures the tail was not cut. You can see the reduced tail curved down like a spiral. In my opinion this is a development dissorder, not a mutation.
