As a rule, your water should be deep enough that if the turtle flipped upside down in the water it can right it's self, otherwise they could drown. At work we have flordia softy hatchlings, silver dolloar size in about 6" of water, at the deepest. The sand does slope up to the basking area, so they can rest in the water, but they definitely utilize the deep water.
