Bubble Counter?

What the heck is a bubble counter, and why have I never heard of one? I was just over at Aquarium Central, and came across this:

its for planted tanks it helps keep the co2 in the water

its to regulate the amount of Co2 used in certain application. like planted tanks, calcium reactors in reef tanks and so on.
