You mean the little rocks you connect to your air pump which puts out all these little bubbles?

They help the water outgas the CO2 produced by the fish and increase the O2 (through diffusion, from the atmosphere).
 
Agitation to surface water for increase surface gaseous exchange

O2 stays up
CO2 stays down
 
Oxygenates the water creates a little movement and it looks neat

Agreed , nothing like surface agitation. The bubbles move to fast to the surface to be absorbed into the water, but they do help with surface agitation. Get a power head or higher flow from filter for gas exchange, otherwise, if you like the look of them, they are perfect!
 
As mentioned, their main benefit is to increase surface agitation for gas exchange.
I find them useful in the summertime if a tank gets too warm. I'll throw a bubbler on for extra help (more surface agitation) because warmer water does not retain oxygen as well as cooler water does.
