Bubbles breaking the syphon in my overflows. ?

As you can see #1 pipe is submerged about 3 inches above the surface. I can't get it to go any faster. No restriction of any kind. You can see how much water is coming out of it. #2 is set so that the level is high enough that water doesn't go crashing a foot down into the pipe and taking air with it. I could run it faster like #1, but that causes it's own problems.
 
I think I see - you are not running a siphon? Air mixed with water flows much less. Siphon systems are several inches below the waterline and should not be sucking in any air. There is normally a gate vale used on the siphon line and you slowly close it to match flow and keep just a trickle down the other tube. If you are pulling any air at all in the siphon line it won't flow much.

Or is that just a guard on the siphon tube? I can't tell. For most systems the lines exit under water so the air is purged from the line. Might be the problem?

Edit. Looking more at the system is the overflow going up and over the rim? I have never used anything like that.
 
^First line is submerged with a screen to keep stuff out. The second line is the emergency overflow, a little water is going over the rim as the submerged 1 1/4 inch line can't quite keep up the pump.
 
Ah. Sorry I have never worked with an up and over overflow. Mine have just been drilled for the siphon. Hopefully others can help more! That size straight down is a beast, but maybe the up and over part is causing issues.
 
Do this modification and lower the tubes coming out of your tank and it will solve your issues. I wanted to see pictures before I had a comment lol. A picture is always worth a thousand words
